Set how the inventory sync imports an organization's devices.

With import_devices on, each sync turns a device into a node when it is in a watched network, Meraki has reported it online at least once, and it has never been a node here — so a device an operator deleted stays deleted. A network the sync finds for the first time is watched from then on; a network already known keeps its flag. Takes effect at the next sync.
