`POST /api/v1/pools` — describe a pool deliberately.

Creating one starts nothing. A pool does work only once both halves exist: nodes assigned to it, and a poller reporting it. The UI says so at the point of creation rather than letting an operator discover it from a silent absence of data — with only nodes, the scheduler falls back to legacy per-job publish onto a subject nobody subscribes to and the jobs are discarded; with only a poller, nothing is scheduled at all.
